How can I be certain that I fed the right unemployment plan for the extra Care plan but it doesn’t accept me it tells me to apply to UI then that leaving me not qualify for pandemic

I’ve applied for unemployment twice and didn’t qualify both times saying my high quarter is less than 390 times the Arizona minimum wage. My wages are not high enough because my tips are not included. My employer leaves that up to their employees to claim on their own taxes. So I figured I would at least get the $600 a week due to my lay off is because of the coved 19. I received the “Certificate of Understanding” to mail back along with information about the Coronavirus Aid, Relief, and Economic Security( Cares) Act. It says” if you are receiving this notice, your FPUC payment is automatic and you will not have to file a separate application for this paymen…

Thank you for providing the community with this service! My moms application was denied due to “benefits exhausted” which I’m not understanding why. She was directly affected by covid-19.
